Qualified electronic signatures will be available to citizens from July 2024

The press conference organized by the IDDEEA BiH announced the opening of IDDEEA Registration Authorities (RA)  for submitting applications for the issuance of a qualified electronic signature, as well as the establishment of an application for the issuance of a qualified electronic signature for remote signing. From July 1, 2024, citizens will be able to use the electronic signature service, 18 years after the adoption of the BiH Law on Electronic Signatures.

The Director of the Agency for Identification Documents, Registers, and Data Exchange of Bosnia and Herzegovina addressed the media, Mr. Almir Badnjević, the Minister of Communications and Transport of BiH, Mr. Edin Forto, and the Head of the IDDEEA Regional Centre, Mr. Dražen Vujica.

Director Badnjević clarified that during physical registration and submission of a request for the issuance of a qualified certificate at the authorised IDDEEA RA, together with the application form for the issuance of a qualified certificate and the contract on the provision of certification services, each user receives a printed form with the access parameters used to apply for the application for qualified signature on the website of the Agency.

“Moreover, since February, citizens have been able to use the BiH digital identity, which is, in principle, active and can be accessed by entering the necessary parameters and the initial code that is obtained on the ID card collection form. Those who do not possess this form can pick it up at the MUP and thus activate their digital identity”, added the Director of IDDEEA, Mr. Almir Badnjević.

The Minister of Communications and Transport of BiH, Mr. Edin Forto, noted that there are still significant challenges ahead of us in terms of digitization due to the legislation that needs to be amended.

“The Law on electronic signatures from 2006 needs to be improved and it will be one of my next efforts to agree on the adoption of that law at the state level, which will be in full compliance with EU directives. However, the existing law also allows us to start the digital transformation,” Mr. Edin Forto said today.

Vujica spoke about the technical details and also explained the necessary procedure that citizens must go through to submit a request and finally obtain an electronic signature. He stated that all the rules and instructions may be found on the website of the Agency.
