The Agency for Identification Documents, Registers and Data Exchange of Bosnia and Herzegovina (IDDEEA BiH) has started the implementation of a two-year twinning project called “Improving Service Delivery for Citizens of Bosnia and Herzegovina through Strengthening the Capacity of the Agency for Identification Documents, Registers and Data Exchange of Bosnia and Herzegovina (IDDEEA)“. This project is implemented in partnership with the Italian Information System Consortium (“CSI Piemonte”), the Italian Data Protection Authority (“GPDP”), Eutalia Srl, the Finnish Institute of Public Administration Ltd (HAUS) and supported by the Italian Data Protection Agency (GPDP).
Twinning projects are European Union (EU) initiatives to support candidate countries or potential candidates for EU membership. These projects provide critical assistance to partner countries in strengthening administrative capacities and implementing institutional reforms.
Experts from EU member states will collaborate with colleagues in Bosnia and Herzegovina on this Twinning project to support the development of EU-compliant strategies, policies, and practises. This collaboration allows for the direct exchange of knowledge and experience, facilitating the adoption of best practices and standards essential to successful adaptation to European norms.
More functional use of e-services of IDDEEA BiH; improved information system procedures for security, quality, and availability of e-Services; and an enhancement of the current open data concept through processes and procedures that boost e-participation of citizens and businesses are just a few of the benefits that will come with this project’s implementation. Furthermore, recommendations will be developed to harmonize the internal acts of IDDEEA BiH with EU regulations in the areas of digital signatures, data protection, internal audit, and e-participation and e-services.
The goals of the project include enhancing public administration by creating responsible, competent, and professional institutions that adhere to international and EU standards. Also, by enhancing the technical capacities of IDDEEA BiH, the project will help to improve the services provided to citizens of Bosnia and Herzegovina.
The participation of state institutions in twinning projects has many advantages. First, it helps to align with EU standards and requirements, which is crucial for progress in the EU accession process. Moreover, such projects strengthen the capacities of state institutions by bringing specialists from EU member states together to share expertise and knowledge. Also, the projects contribute to improving the quality of public services, the rule of law, economic competition, and transparency.
This project will benefit citizens by enhancing public services, strengthening the rule of law, promoting economic growth, and increasing accountability and transparency in the operations of public institutions. State institutions’ involvement in twinning initiatives promotes economic growth, increases public trust in the government, and provides a better quality of life for citizens.
