IDDEEA BiH Press Conference: Opening of IDDEEA Registration Authorities/Offices for Submitting Requests for Issuance of Qualified Electronic Signature

At today’s press conference in the building of the Parliamentary Assembly of Bosnia and Herzegovina, the Director of the Agency for Identification Documents, Registers, and Data Exchange of Bosnia and Herzegovina (IDDEEA BiH), Mr. Almir Badnjević informed the public that as of July 1, 2024, the application for the issuance of a qualified remote electronic signature was established, as well as the opening of registration authorities/offices for submitting applications for the issuance of a qualified electronic signature.

Accordingly, remote electronic signing of documents will be available to citizens for the first time after 18 years since the passing of the Law on Electronic Signatures (in 2006). Moreover, as of June 1 this year, the Agency enabled the registration of qualified certificates for digital representation in the identity cards of citizens of Bosnia and Herzegovina.

We remind you that IDDEEA is an accredited registration authority in the Register of RA in Bosnia and Herzegovina, based on the SIQ certificate eIDAS 009/2023, which is valid until November 3, 2025. At the end of 2023 and the beginning of 2024, activities, testing, and implementation of solutions for remote digital signing of documents were carried out. More actions were taken to further certify the application for issuing qualified electronic certificates for remote signing, in compliance with international directives.

The registration authorities/offices where requests can be submitted are located at the headquarter of IDDEEA BiH in Banja Luka, and in the Regional Centers in Sarajevo, Bihać, Mostar, and Bijeljina. Each user, when physically registering and submitting a request for the issuance of a qualified certificate at the authorized IDDEEA registration authority/office together with the application form for the issuance of a qualified certificate and the contract on the provision of certification services, receives from the authorized officer of the IDDEEA registration authority/office a printed form with access parameters (FORM O-KP-1) which are used to log in to the Application for a qualified electronic signature on the  website of the Agency.

Users and interested citizens can get additional information, instructions for using the application for a qualified remote electronic signature, as well as the activation and use of the electronic signature itself, on the IDDEEA website at https://iddeea.gov.ba.

Furthermore, in line with the law and the Practical rules for the provision of services, the Agency invited all the ministries of the interior in Bosnia and Herzegovina as well as the entity banking agencies to create registration authorities/offices within their institutions so that citizens could submit a request for the issuance of a qualified certificate for the issuance of a qualified electronic signature.
